How to make cloudy Background:
1) Create a new project with 500X500 pixles,contents:white.
2) Duplicate the background layer.
3) Go to the copy layer.
4) Filter>Render>Clouds.
5) Filter>Blur>Radial Blur.
6) Press Ctrl+u then change the modify for example to:
7) Then the background will be like this:
8) You can add any thing to creat design like this :
